Tracking a teen driver

Two numbers people quote wrongly
Speeding. The CDC figure covers drivers aged 15 to 20 who were involved in fatal crashes. Among those, 35 percent of males and 18 percent of females were speeding. That is not the same as 35 percent of all teen crashes.
Distraction. The 39 percent figure comes from a survey of high school students. They admitted texting while driving in the previous month. That measures behavior, not crashes.
Both numbers still make the case. They just make a narrower one than the headline versions suggest.

The legal side

Nearly every state statute here turns on one question. Who owns the vehicle?

Where it becomes a criminal matter
Fitting a tracker to a vehicle you do not own is an offense in many states. That holds unless the owner consents. That includes a partner's car and an adult child's car.
California Penal Code 637.7 is the usual example. That statute makes electronic tracking of a person a misdemeanor, while exempting the vehicle's registered owner, lessor or lessee.
An adult child living at home still owns their own car. A competent parent still owns theirs. Ownership does not follow the family relationship.

Final thoughts
A tracker does not make a teenager a better driver or keep an older parent from getting confused. What it does is shorten the gap between something going wrong and somebody knowing about it.

Can I legally track my teenager's driving?
Generally yes, where the vehicle is registered to you and the driver is your minor child. That covers most family situations.
Once they turn 18 or own the car themselves, the picture changes and consent becomes the safe standard. Telling them either way is the approach that actually works.
Do I need my parent's permission to track their car?
If they own the vehicle and can make their own decisions, yes. A competent adult owns their car regardless of who worries about them.
Advanced cognitive decline is the exception families face. That is worth discussing with a doctor and an attorney rather than deciding alone.
How accurate are these trackers?
Most report within about 3 to 10 metres in open conditions. Tall buildings, tunnels and underground parking all degrade that.
Update interval affects the experience more than raw accuracy does. A precise position from 60 seconds ago is still 60 seconds old.
Will a tracker drain the car battery?
An OBD unit draws very little and most sleep when the engine is off. Drain only becomes a concern if a car sits unused for weeks.
